softglow.exe is a legitimate file. This process is known as GNU Image Manipulation Program Plug-In. It belongs to GNU Image Manipulation Program and was developed by Spencer Kimball, Peter Mattis and the GIMP Development Team. It is commonly stored in C:\Windows\System32.
